Dial the number 1 before a long distance call?

Is this true?
If you dial the number one before you dial a number that is long distance it will not charge you for long distance?
so If i wanted to call a prescription medications friend in Texas…for his number i would put 1-000-000-0000 and that would not charge me for long distance?
but if i just put 000-000-0000 it would?
why?
