How is it possible to cancel an incoming call in a mobile phone without attending to it ?

In a mobile phone, no prescription drugs we can cancel the incoming call without attending that call. But in a basic landline phone, it is impossible. Why it is impossible in a landline phone and how it is possible in a mobile phone?
